After reading the article, I think it's very possible. Two minor impediments, however:
Germaphobes who will refuse to sit in a vehicle that someone else just did.
The oil producers will find a way to sell their product to electricity generating companies and oil or gas fired turbines will spin to make all that electricity needed for these smart cars.

Big oil will be ok. While we may wean ourselves off fossil fuels, we'll still need plastic everything.
